Karen Howe is a Partner in the Planning and Environment team with a particular specialisation in highways and public rights of way issues, commons, town and village greens, heritage assets and EIA developments.

Karen’s expertise includes working with national housebuilders, retailers and developers.

Karen joined Clarke Willmott in 2008 after working at Berwin Leighton Paisner and for a number of local authorities, having completed her training at the Planning Bar.

She regularly speaks and provides training on a wide variety of planning-related issues.

Experience

  • Advised on the de-registration of common land, including the extinguishment of a large number of commoners’ rights to enable a substantial regeneration project in South Wales to proceed.
  • Acted for the promoters of one of three competing sub-regional shopping centres against the background of shifting local and national policy.  The Inspector recommended approval of the client’s scheme but the Secretary of State disagreed.
  • Acted for a major league football club following a claim to register the site of its proposed new stadium as town or village green.
  • Acted for the promoter of the UK’s only privately operated tolled motorway (M6) before and during the inquiry into whether the road and its associated infrastructure should be given consent.
  • Regularly acts for a variety of developers on issues relating to the stopping up, diversion and adoption of highways, in addition to drafting complex planning and highway agreements.
